Referral and affiliate programs are the number one marketing method on the Web. If someone promotes your business and helps you sell a product or service, you give them a cut of the sale. Commissions range from 5% to 75% in some cases.

Of course, there are some downsides as you mention. With so many companies offering affiliate programs, it can be a challenge to get people excited about yours.
