The main differece is stated as: “A major area we wanted to address was personalization. We offered email alerts, as well as the ability for users to create a personalized page, but many users don’t have the time to specify exactly what they want. So today we’re adding a way to automatically recommend stories for users with Personalized Search”. [source]

Those who sign up for personal search and sign into their google account will receive recommended news stories. The recommendations will be based on the previous stories they have read. Google might also recommend news stories that many other users have read, especially those who have read similar stories in the past.

Google launched Google News in September 2002 and now three years later it is out of beta. Google offers 22 regional editions in 10 languages.
